Ausgrid is seeking public feedback on its proposed infrastructure works for the Hunter-Central Coast Renewable Energy Zone (HCC REZ), with the Review of Environmental Factors (REF) now on exhibition until 9 June 2025.
The REF outlines the environmental considerations for a major upgrade of Ausgrid’s network in support of the HCC REZ. The proposal includes two new substations, major upgrades to two existing substations, minor upgrades to others, and the rebuilding of approximately 85 km of existing power lines between Kurri Kurri and Muswellbrook.
The HCC REZ was declared in December 2022 and is designed to deliver up to 1 gigawatt of network transfer capacity across a wide area from the Upper Hunter to the Central Coast. This upgrade is part of a broader shift in NSW’s energy system away from coal and toward large-scale renewable generation, storage, and transmission.
Ausgrid, appointed by EnergyCo as the preferred network operator following a competitive process, has planned most of the works along existing infrastructure corridors. In some locations, new or expanded easements may be required. According to Ausgrid, the project aims to “minimise impact on communities, landowners and the environment.”
The REF assesses a range of factors such as biodiversity, Aboriginal heritage, noise and vibration, traffic, and visual changes. It includes mitigation measures based on several technical studies. The findings suggest the proposal is not expected to have a significant environmental impact or affect matters of national environmental significance.
Construction is scheduled to begin in late 2025, pending approvals, with commissioning expected in mid-2028. Key infrastructure works include:
- New substations at Sandy Creek and Antiene
- Rebuilding of 66kV and 132kV powerlines
- Upgrades at Kurri Subtransmission Substation and Rothbury Zone Substation
- Fibre optic works supporting system operations
To support community input, Ausgrid is offering multiple opportunities to learn more. Information sessions include two online webinars (19 and 20 May) and a series of in-person drop-ins at locations including Singleton, Muswellbrook and Branxton throughout May.
The REF is available on Ausgrid’s project webpage and submissions can be made directly to Ausgrid before the 9 June deadline. Residents can also contact the project team by phone, email or mail for more information.
